In 2018 Forbes, deciding to compile a rating of Russian institution for high education, took the challenge not only to value the quality of Russian education, but also to search what institutions educate specialists with entrepreneurship skills, able to enter in Forbes’s listing or to be part of Russian’s political elite. Forbes’s redaction prepared the first rating for Russian universities, evaluating them according to 10 parameters, divided in three groups: quality of learning, quality of graduates and the factor Forbes. The method for rating did not change from 2018. The base for rating consisted of monitoring data prepared from the Ministry of Education on effectiveness of high education institutions about more than 1000 high education colleges. The method does not consider only the quality of education, but also statistical data on employment of graduates, their presence within regions and the number of entrepreneurs between them. Forbes studied also biographies from more than 1600 person representing the Russian elite, from their sons, who are directors of public or private companies, civil servants, or deputies. The universities are analyzed according to ten measurement methods, divided in three components, quality of learning (maximum 50 points), quality of graduates (maximum 30 points) and factor Forbes the exclusivity of the university and the number of entrepreneurs over the total number of graduates (maximum 20 points). The rating did not include education institutes under control from the security authorities, as they did not report to the Ministry of education and there is no monitoring of their activities. In the final rating remained highly specialized universities with one or two specializations. Kutafin Moscow State Law University (MSAL) got the 13th place in the rating, with 20,66 points for quality of learning, 17,55 points for quality of graduates and 8,2 points for the factor Forbes.
